Good evening all! My fiancé just tried to call the embassy to schedule her interview, but they said she needs to complete her DS-160 form before she can schedule it. Is this normal?

I believe the DS-160 form can be completed online here: http://www.ustraveldocs.com/ph/index.html?firstTime=No   but it does seem weird that they would say that. Any advice? 

 

I could've sworn that I was told in one of the Visa Help groups I trust on Facebook that she could do it anytime between now and the time of her interview. The number she called was 029768500 from the website above while the number in the instructions I received from the Embassy asked us to call 632-976-8500, though in looking at them now I guess they are the same. 

She asked me to to fill out the DS-160 for her, but I don't think I can since she'll need the confirmation number/page printed for the interview and info that I may not readily have available like her passport number. Could I fill out the form for her in the States and somehow send the confirmation page to her in the Philippines or is it too risky and have to leave it for her? I'm the petitioner/sponsor if that clears things up.

Two seperate things to do.

 

She fills out DS-160 here ceac.state.gov - You can definitively fill it out for her with her assisstance (on phone or chat), but at the end, if it will ask who helps her to fill, just mention yourself. Make sure she understands completely what they ask on the form, any false answer can be used against her later (big thing with immigration of course.)

 

After submitting DS-160, she will print confirmation page, she then goes to ustraveldocs.com for scheduling interview using DS-160 confirmation she receives (after paying fee of course.)
