Hi, i just want to ask that my mom is going to petitioning for my brother in Vietnam to come to the United States, but my mom doesn't know English so I don't know if I can represent for my mom to file form I-130 for her. If I can do I need to attach any document about me when I send her document to USCIS office?

I think you can be preparer as part 8 of form I-130 if she doesn't speak or read English well.

I just checked it does have that part, so that's mean I don't have to file form g-28 right?

Form G-28, issued by U.S. Citizenship and Immigration Services (USCIS) is used for the sole purpose of indicating that a particular attorney, accredited representative, or law student working under an attorney’s supervision is handling the case of an applicant for immigration benefits or relief. I think you still can put your name in form I-130 and attach the Power of Attorney statement in package with G-28. Make sure you state all that in Cover Letter. That is my opinion and good luck to you

thank you for your advice and one more thing I want to ask, my brother has two sons so does my mom has to file 2 more separated I-130 forms for both of them or she just need to indicate them in their father I-130 form? they both under 21. One is 11 and one is 3. Or we have to wait till my brother got his visa and then we send additional I-130 form for his 2 sons???

As far as I know of that in form I-130 Page 6, Part 5, question 25 are blank and you can fill both of his kids...don't waste time to get another additional I-130 because he has to be US citizen or green card holder to be petitioner and everything will be wait up to 8 years or more ( I was under my dad visa when I get to US )
