I have been using Nobelcom.com. You all may have a different opinion, but they have worked pretty well for me. They send me a receipt via email. I just dial a local access number. they have pinless dialing too. The rates are good and the options for different cards is large.
I'd love to find something better but that is it for now. We tried skype...but it cuts in and out...pain.

take a look at uniontelecard.com... they appear to have cards marginally cheaper than nobelcom (need to factor the minute rounding, maintenance fees, etc... to see true rates) ... I have used uniontelecard now for a couple years....

If that communication line wasn't damaged in the Pacific, I might've been able to call Cambodia cheaper.
