Me: UK citizen and HK permanent resident, ordinarily reside in UK.
My husband is dual UK and US citizen.
We've been marry over 2 years and both ordinarily reside in UK for the last 10 years. My husband got recruit by a company in the US and is due to start work in a month (although we still have not heard anything about the relocation provide by the company).

We were expecting 12 monthes wait for me join him then we found out about DCF. However I wanted (not a firm desicion as I have not even receive offers) to stay in the UK between Sept 2017 to Sept 2018 to complete a master course. So to join him in the US from Sept 18. (I have already looked in the reentry permit issue / although I might not ordinaily reside in the US first year but I will not (should not) away for consecetive 365 days)

I am not sure to file it now (with the hope to enter in/before August) or wait until the end of August to file it and drag it till March 2018 to have interviews.

I would like to comfirm that:

1. Is that correct that up until October he (the sponsor) can file DCF(London)?

(as he will loss his ordinarily resident status in the UK in October)

In the US embassy (UK) website:
What happens after the Form I-130 is approved?
"Filing Form I-130 is only the first step of a two-part process. When a Form I-130 or I-360 is approved, the petitioner will receive a Notice of Approval. The original Form I-130 or I-360 will normally be transferred to the Immigrant Visa Unit at the US Consulate in the country where the beneficiary resides (unless the petitioner has specified otherwise on Form I-130). The U.S Consulate will then process the immediate relative beneficiary for an immigrant visa."

Most importantly:

2. Does anyone know where do I specify on I130 where I want to transfer the 2nd part of the process to be done (on part9 of I130 form?)?
3. Do you know anyone done a transfer? I want to transfer it (part 2, the visa/ interview) to be done at HK. (So in between he left UK and Sept I can stay in HK instead of stuck in UK and have nothing to do).

4. If I put an non UK address (self address envelope) with my I130, will I able to received the notice of approval with that envlope in the oversea address?

And where will the Packet 3 or 4? go? They only ask for one self address envelope!

*I have also used this DCF London and DCF for reference

More questions:

5. I would like to request the police certificate ahead: However it doesnt seem to be possible.

What document do you recevied requesting police certificate? (Packet 3?) As HK police certificate (Certificate of No Criminal Conviction) request evidence to produce such docutment.

"3. c) The original and a photocopy (for each applicant) of a letter from the relevant Consulate / Immigration Authority / Government Authority, which contains his or her name and clearly indicates that the production of the Certificate is required."

6. Affidavit of support I-864 I have read someone said bring completed form to interview, someone other said they submit after NOA and need to submit before interview. So when it is done (for HK, for UK is at the interview)?
