So, I should be getting my noa2 soon.  I am going to send in my last year's taxes of course. However, I'm not above the income requirements because I was in the Philippines for 6 months.

I recently got a new job making quite a bit more. (had to move for it) I'll obviously have an employer letter stating my pay, but would a letter stating why it was low last year because I was visiting my fiance help? Or will they just look at the current income?  I know this has been covered somewhat before, but clarification would definitely be appreciated! Thanks guys!

 Your current income has to meet the requirement. A letter giving a reason why you don't will not change that  otherwise everyone under the minimum would write letters of excuse. 

Read reviews of the Philippine consulate.   I don't believe they allow cosponsors on K1s but double check that.

I am semi curious about this too. My fiance made above the poverty line last year so I'm not worried, but he worked part time because he was in school and now he works full time.  So I'm wondering on the I-134 for annual salary  do I put his income from last year (on tax return) or his expected income for this year (as stated in his employer letter)??

I'm almost positive you put his current income (which will be for this year) on the I-134. Last year's tax return and statement from employer are the supporting evidence to back up the income you state on the form.
