Over here they can obtain a license, kind of like CA and a few other states. They are not asked to provide a social security number. I had this woman slide on ice and rear end me at a light 3 years ago, I honestly don't know if she was legal or not, maybe she was even a citizen, obviously no way to tell(but she was definitely not "originally" from here)  and I happened to be in a hurry that day, so once I got out of the car and made sure there was no damage done(it's a jeep so all she did was hit the trailer hitch - probably more damage done to her car lol) I asked her if she just wanted to go, she said yes so I let her, didn't call the police or swap info or anything, figured that would only be a waste of time since no damage was done. 

Seems like just yesterday when a governor was recalled partly for this very issue.

 

Being a native Californian, my entire life Californians have taken mind bogglingly stupid positions on illegal immigration. And to see states and local jurisdictions try and place themselves in the federal law argument is even worse. These jurisdictions have no power over immigration so its funny they use these methods to effectively punish their own constituents forcing them to be around criminals.
