Can I claim my spouse as an exemption if he does not have an ITIN or SSN and my filing status is Married filing separately??

Hello! I need some help. I would really appreciate if somebody would help if they know what to do. I am living abroad with my spouse . My tax filing status is Married Filing Separately. I would like to know if I can claim my spouse as an exemption even though he does not have an ITIN or SSN number. He is an non resident alien while I am an US citizen. I have read the following which I have written below and he relates to all of that..but he does not have an ITIN or SSN number and I have read  some forums from 4 years ago that a spouse can not be claimed as an exemption if he does not have an ITIN number. Is that still true? Because that is not listed here :

If you file a separate return, you can claim an exemption for your spouse only if your spouse:

-Had no gross income,

-Isn't filing a return, and

-Wasn't the dependent of another taxpayer.

According to TurboTax he needs an ITIN.
