Received passport with no Visa and yellow envelope

Hello guys.. Need some help. We send all the documents they asked on our 221g except for the 2nd interview because i heard that they'll be the one to schedule that. We Waited and we didn't receive any appointment for the 2nd interview and our status is still Ap on ceac and last updated on feb 27. Then After two weeks we received a mail saying "ur passport is ready to pick up". We got the passport with the yellow envelope inside a plastic, but there's no visa in the passport, stamp or letter. Ceac is still Ap. We didn't open the envelope yet because i read that it shouldn't be open. Should we now open the envelope to see if there's any letter inside? Anybody here experienced the same situation? Thank you.

You need to call or email your consulate for verification, mistake sometimes happens. If your brown envelope says "do not open" then it shouldn't be opened.

The actual yellow envelope doesn't say Do not open. But the plastic from the courrier (where the envelope and passport inside) has a picture with an Open envelope but a big X on top of it! And lots of chinese words that we can't read.
