What is the difference between NBC and IOE? What do they mean exactly?

just from reading through here, it seems it relates to the ELLIS system implementation, where they moved from scanning barcode to scanning the form...

in April 2016 they tried to implement new system but it was not doing well, so then they switched back I think ....

NBC stands for National Benefits Center, as a March 2017 filer I have a NBC receipt...

IOE I am not sure what it comes from , I saw folks that were April 2016 filers with an IOE receipt number....

I don't know whether it makes a difference in our case, I know again from reading on here that applications from April 2016 to August 2016 have been significantly delayed due to this troublesome system change.... so hopefully we are ok :)

After they implemented the new system (ELIS) last April; they kept old/new form receipt numbers separate for a while. Since last December they no longer accept the old form and they've started giving the new forms NBC* receipt numbers as far as I know. So there is no difference you should worry about.

 

When you look at monthly threads some list IOE or NBC and you could quickly see NBC receipt numbers got processed much quicker than IOEs despite being in the same field office. In some field offices the difference is longer than 4-5 months. They screwed up the system in the beginning and couldn't process any IOEs for a while. Unfortunately most of those first IOE filers regretted their decision to file with the new form.

 

I guess lesson to learn is whenever USCIS implements a new form or system; continue to file with the old form as long as they are accepted. Don't expect newer means faster in gov't terms.
