If I wanted to take my permanent resident wife and her children to Mexico, would I have to have permission from her ex husband (non US citizen)  to cross the borders?

He lives in Ukraine.

I don't know of any agreement that they have. I know she had to ask for his permission to bring their kids to America. I'm just worried that international law would make us get a letter from him to cross the borders.

Are their relationship so complicated? 

 

Does she have sole custody?

Yes complicated. He would probably say no. 

No custody agreement in their divorce papers. We just have a letter from him giving permission for them to live here

Okay she most know if she has sole or they have shared custody over those kids. It can all depend on that.

 

I can only say I have travelled with my son to other countries and also to the US before we moved here and I have never been questioned anything anywhere.

If this is a vacation, it's considered part of living life. Should be no issues.
