Filed the 130 in January 2012.  When she gets notice of a number do we have to file a 824 to show she won't be a financial burden on the US?

You have a couple of years but yes she has a Sponsor.

Yes, you will need to provide an affidavit of support. According to the Visa bulletin, it looks like they are still in June of 2010 for your category, so it looks like you'll have ample time to find a joint sponsor or aquire the income needed for your household size.
