Is I-864 needed for Kiev?

Hello again,

Do I need an I-864? All instructions I've seen say it is not needed, and even state DO NOT submit an I-864. Note that K1s for fiancees are fiancee visas, not immigrant visas.

Here are two examples.

From http://kiev.usembassy.gov/visa_K1K2_eng.html

"Do not submit the I-864 Affidavit of Support form. This form is used only in immigrant visa cases."

3. evidence of support for K visa applicants - from your American fiancé(e)/spouse – tax returns, pay stubs, letters from employers, bank statements, Affidavit of Support I-134;

4. for immigrant visa applicants – I-864 Affidavit of Support

I864 is for later on - Adjustment of Status time.
