No it does not.  It means your file was pulled from Potomac and sent to another office for review.  That is only strange because usually cases are transferred from offices to ease workloads.  Potomac is the quickest of the offices to approve petitions.

Which service center your petition is currently? I'm not sure if your case was approved or transferred :/  oh, forget it I just saw it was at Potomac , so weird, Potomac is the fastest service center, I don't think they would need to transfer your case to another service center because the other ones are W. a higher workload.  I think you should call uscis and ask what's happening with your case.

Letter Received: Oct 16

Congratulations!! I was also approved on 10/02 and received letter on 10/06 but there are no updates online, also no e-mails/texts. Called NVC multiple times but they say they haven't received it yet!

Update on my case on USCIS for Request for Additional Evidence was mailed 10/19/17

OH man I was so hoping it was an Approval but oh well looks like it will be a little longer for me.

Ohh! I saw your case! Don't get sad! At least they have opened your file, everything was the same today for texas march filers, a lot of march cases still appear as "received", and so much movement for April, and a few may cases.
