3-day transit in Dubai before entering US on Immigrant visa

My brother plans to visit his son in Dubai on the way to US. My niece petitioned by brother and we are hoping to get his US visa by next month. Is it okay to stop-over in dubai for 4 days and then from Dubai, fly direct to LA, his intended port of entry in the US? Will appreciate anyone who has prior experience to chime in. Thank you.

Dont see why it would be an issue. 

 

As long as he enters the US with a valid visa it does not matter where he flew in from.

 

He just has to ensure he has the appropriate visa to stay in Dubai if he needs one for there.

 

(My partner flew from Manila through Dubai, just a 5 hour layover though, then straight to the US from there and no issues)

11/08/2016 : Interview - APPROVED!

11/23/2016 : POE - Dallas, Texas

From sending of I-129F petiton to POE - 146 days.

 

02/03/2017 - Married 

02/24/2017 - AOS packet sent

06/01/2017 - EAD/AP Combo Card Received in mail

12/06/2017 - I-485 Approved

12/14/2017 - Green Card Received in mail - No Interview

Your brother needs to have an appropriate visa for the UAE before he is allowed to stay for four days. It does not matter if he has a US visa at all because this is a totally different country. I have done it before but as a US citizen, I know it's alittle harder for Philippine citizens to get a visa there.

UAE visa aside, i am aware that Dubai airport actually has a "US check point" in the airport. So all visitors traveling to US via Dubai actually need to thru the U.S. process before they get on the plane, and of course when they land in the U.S. It would be interesting to know whether or not this check point will make any affect on the POE in the U.S. and the paperwork that your brother needs to provide.....has anyone been thru this before ?

11/14/16... I-130 packet for my parents sent via UPS to Phoenix

11/15/16... I-130 packet received (Priority Date)

11/18/16... Checks cashed, received emails and text messages at 5:22pm, cases routed to Texas Service Center

02/22/17... NOA2 for Mom received (Notice Date 02/15/17)

02/28/17... NOA2 for Dad received (Notice Date 02/17/17)

03/01/17... Status online shows application sent to NVC 

03/17/17... Received emails from NVC for next steps!

03/21/17... Went online to Choose an Agent

03/28/17... Received emails from NVC confirming Agent selection and to proceed with the next step (paying fees!)

04/05/17... Paid the $120 Immigrant Visa Application Processing Fee online today (Also eligible to pay the $325 Fee but will wait before doing so...)

April-August... Took a break from the process in order to move back from USVI to mainland USA.

08/07/17... Paid the IV Fees for both my parents ($325 each) today

08/23/17... Called NVC because payment still showing "In Process", was advised to email proof of payment to have them manually correct it

08/24/17... CEAC website shows "Paid" and can now have parents' DS-260 forms filled in.
