Colombia Registering Marriage in Colombia

My wife who came from Colombia (on K1) is now a US citizen. She is trying to get her marriage registered in Colombia. Recently the Colombian consulate were here in Denver but they did not accept the marriage certificate.

What they want is the marriage certificate 'Apostiled' in Florida (we got married there).  However, the Secretary of State in Florida's website says that Colombia is NOT a member of the 1961 Hague convention; and therefore they are not issued an apostile document - They are issued a notarial certification! 

 

The Colombian consulate said "she needs an 'apostiled' marriage certificate"; the Florida Secretary of state says "they should get a 'notarial certification'"!

So, what is the right document to get? Anyone else went through and register their marriage in Colombia?  And which document they used?

N.B. She would register her marriage in Colombia, which will (at some point in time) allow me to get the TP-10 and after that apply for the resident visa of Colombia.

TP-10 Visa Requirements

• Attach a copy of the main page of the valid passport where the personal data of the holder appear.

• A copy of the page of the Passport that has the last entry to or exit from Colombia stamp, as the case may be.

• Foreigners who have applied for and been granted a visa without a QR code or OCR must attach a copy of the most recent Colombian visa.

• Sí el trámite va a ser finalizado por un apoderado adjuntar poder debidamente otorgado.

• Certified Colombian Marriage Certificate, or certified copy of the judicial decision, or of the minutes of conciliation or public deed, accrediting the de facto marriage pursuant to the Colombian law. Any of these documents must be issued within the three (3) months prior to the visa application, and

• Photocopy of the citizenship card of the Colombian spouse or permanent partner, and

• Letter of the Colombian national applying for the issuance of the visa for his/her foreign spouse or permanent partner.  In the event that the Colombian national is not present, and if the application is not the first, a special power of attorney granted to the foreigner in order to apply for said visa.

• Fill out the visa application, electronically following this link: Visas Form or in person, at the issuing office. In the case of artistic, sports and cultural groups, the visa application may be filled out by their representative by detailing the data of each one of the members of the group.

Note: when the visa application as a permanent partner of the Colombian national is submitted before a Consular Office of the Republic, then the valid document evidencing the de facto marriage pursuant to the laws of the recipient country shall be accepted.

Remember:

• Present the passport or travel document, in good condition, with a validity of no less than one hundred and eighty (180) days and with a minimum of two (2) blank pages.

• Sí solicitó visa electrónica por más de un mes, deberá presentar su pasaporte en las oficinas de Bogotá con una vigencia mayor a 180 días y dos páginas en blanco para el estampado de la respectiva visa.

What I am asking is not the 'official' process but which document do I need for the Marriage certificate ONLY.  An apostile or the notarial certification.

 

My wife did talk to the consular staff who rejected the apostiled certificate as it had to be done in Florida, but when I go to the website ... it is saying something else.

I can't find a way to edit the misspelled word - it should say 'Marriage' not 'carriage'  - Can you tell me how to do it, or do it for me?
