I am a US citizen. I would like to bring my siblings into USA as green card holders. I have two questions about it.

1) I heard it takes ~12 years for this process. It's 2017, has this been changed or moving faster? Is there anything I can do to expedite the process (different field offices? I'm from MI)? I made a rookie mistake for not knowing about this otherwise I would've obtained my US citizen years earlier.

2) My siblings children (nieces and nephews) are 8 -14 years old right now so they will surpass the age limit of 21 by the time their parents get approved. I heard about CSPA but will that apply in this case? After I file the form I-130, will my sibling's children be on age hold?

Bit longer than 12 years, the timeline keeps on going up. Apply as soon as you can, takes as long as it takes.

 

CSPA applies but their ages will not be on hold, that calculation does not come into play until the visa number is current, the older ones probably not, the younger ones probably will be OK.

 

All assuming there is not Immigration Reform and this category is not cancelled.

If the siblings do come to USA as green card holders and their children are over 21 back in their country, can my siblings file a different I-130 as permanent resident? And would that be quicker? Or should they wait 5 years to be US citizen and then petition?

  It is going to be a long time before the sibling can come and by then I doubt immigration will look like it does today .  Most likely adult children will have no way to immigrate by that point .  Your sibling may have to decide between the US and being with their children

At the current time LPR's can sponsor adult single Children. But looking so far ahead we are getting a bit into fantasy land.

The current wait for their priority date to become current would be almost 13 years (longer if from Mexico, the Philippines, or India), so most likely their children would age-out by then. 

 

The parents could enter the US on their immigrant visas and then file petitions under the F2B family preference for their children, but that would again be a wait of almost seven years (longer if from Mexico or the Philippines) from that time. 

 

So it's going to be a long time for the parents and a really really long time for their children.

One more thing, I know this is a longshot but I looked into expediting F4 petitions and it seems possible according to https://www.uscis.gov/policymanual/HTML/PolicyManual-Volume1-PartA-Chapter12.html#content

 

Our country is Nepal which as you may know about the 2015 earthquake it had. It seems like USCIS has provided relief measures for Nepali Nationals but I'm not sure if it's still ongoing however the webpage is still there (https://www.uscis.gov/news/alerts/immigration-relief-measures-nepali-nationals). Do you think that would include F4 petition expedite?

An expedite would not fix the problem. Even if the petition is approved overnight you would still have to wait for the priority dates to become current. That is what almost all of the waiting will be, not waiting for the petition to be approved. 

 

And no, priority dates cannot be expedited. You have no choice but to wait.

An expedite would also be a negative as far as nephews and nieces are concerned, you want it to take as long as possible.

  The only parts of the process you could expedite is the approval  which is bad for the children  or the consular process once a visa number is available.  There is NO way to cut down the wait in line for a visa number   If people now  have waited 14 years the people filing today are apt to wait much longer.  This is a class where the wait just gets longer and longer.  Every time talk of immigration reform comes up they talk of getting rid of some classes.  in the family area the ones offered for elimination are usually siblings and adult children .  So it would be extreme luck if in 20 years those classes are still available .

This will not be over quickly. You will not enjoy this.
