Affidavit of Support Before or After?

According to all of the feedback and what I have read, I am suggested to send an Affidavit of Support during the I-29F process or to send to Fiancé for the Embassy Interview (this is the step I am on now).

I was wondering if this is actually required? After looking at USCIS website this is what I found :

"Affidavit of Support For Fiancé(e), Spouse, or Child as a “K” Nonimmigrant

If your relative is either a “K-1” fiancé(e), a “K-3” spouse, or a “K-2” or “K-4” child of fiancé(e) or spouse, you do not need to submit an affidavit of support at the time you file your Form I-129F petition. Instead, you should submit an affidavit of support at the time that your fiancé(e), spouse, or child adjusts status to permanent resident after coming to the United States. "

Is sending the form I-134 helpful at the embassy stage? I am asking because I had a major spine surgery a few years ago. So for my 3rd year I made just under the wage requirements. Although the periods 2014 and 2015 returns where 3-4x above the poverty line. I haven't filed last years return yet, so I am wondering if it is even necessary or if I can wait.

I am told it helps, or they may not even look at it.

If I go by USCIS, it is not necessary and so by default they shouldn't even ask for it at the Embassy point. am I correct? I don't want any delays....

Anyone's thoughts would be appreciated.

I don't think you read correctly what I posted.

I AM at the Embassy stage in her country Philippines and according to the USCIS the Affidavit is NOT required until after she is in the U.S. and changing her resident status.

So this is why I am asking if I even need to send the affidavit now?

oh sorry I totally misread! I believe every embassy has different requirements but from what I've seen around the forums here on  VJ it's typically required prior to being approved for the visa as they want to make sure the beneficiary will not become a public charge once they arrive in the US.
