F2A visa need help understanding!

Timeline

Hi,  I am a Green Card holder and sponsoring my husband. He is currently a student in the US now. We have been married for awhile before we decide to file our i130 form.  Our PD is Aug16,2016 and on December 12, 2016, we received a letter from NVC with the NVC case number. I read in the letter, it stated that with the visa bulletin, there are 2 types: Final action date and Dates for filing application.  

 

My question are: 

1. Is he eligible to do AOS?

2. If yes, when will we be able to file for AOS?

3. What will be the next step for us?

 

I have been reading a lot of cases on here, but most of them have their husband/wife oversea and waiting to get the visa at a consulate. If you know any cases similar to this, please direct me to that.
