I really would like to know if anyone here applied for the DCF in Brazil and whats is an "emergency" for them?

we have a business here in Brazil and he can´t goback right now to start the process there, so I found on line that the DCF would be perfect for our case, but looks like here in Brazil they put that new requirement.

any information about it?

You can file an I 130 from outside the US. That is a normal requirement where DCF is not usually available.

I sent an email to the Rio consulate , asking for permission to apply  the I-130 process via dcf, On this email i have  explained my medical emergency , and afther 3 days i got responce requesting a copy of the beneficiary and petitionary passaport bio page  , I send back to Rio consulate  and then after 7 days they sent to me another email asking to send The wedding certificate and proof that I live in Brazil, I just sent those documents today, I hope that fact for having requested all this documents is a strong signal they will accept the my DCF ,returning on your question I have read  here  on Visajorney cases that DCF was accepted  for lost of business and denied by Someone request a DCF for risk  pregnancy, I assume it depends on the case and how the documents that support  your DCF case  is analyzed by the Immigration officer.

My  Roc timeline:

08/16/19  sent I-751 packet to USCIS Lockbox in Dallas

08/21/19  packet received by USCIS

08/21/19: received text message with case number ( Texas Service Center)

08/23/19: received extension letter in the mail

08/30/19 received fingerprint appointment letter

09/17/19  fingerprint appointment day (done)

09/24/19  fingerprint review completed

I´ve read that only the Brasilia consulate takes care of this issues (immigrant visa)...

No, the only consulate takes care of all immigrant visas in Brazil is Rio de janeiro , all interviews are made in Rio, no updates on my case , the last email i have received from Rio consulate are on April 13 , They said they received  the documents and were forwarded for review and  will contact me if we require anything further, I quess they following the case to USCIS to autorize the DCF in Brazil, I'm praying for the DCF be authorized briefly.
