Desperate! My time to file my RFE expires in 3 days & I have questions

I received an RFE in December for missing 3 boxes on page 5 of the I-129f.  I filled it out, sent in the blue sheet and dropped it in the mail.  To this day, they have not received it. I have requested a mail search from the post office,  I have called 31 times, attempted to get through to a level 2 officer two times and never got a call back, I have sent an e-request and got a response in myuscis that a response was sent to my request on February 16th and it never arrived.  I went to an info pass this morning, and walked out of there more confused because the officer stated he could not help me....when I asked him if I should withdraw my application to start over, he stated he couldn't give me any advice.  I just discovered, over the weekend, that I could contact my congressman and ask for help.  That is my last resort.  If they cannot help me, I am SOL and will have to pay the $535 to refile

 

My questions are as follows:  Can I send in page 5 without the blue RFE sheet?  Should I appeal or refile?  If I refile, can I do it right away?  And finally, should I withdraw my application or let it expire?  I don't know what to do and am so frustrated...I tried EVERYTHING to resolve this and had no luck whatsoever.

Okay next time you send anything in then do it with fedex or something like that which have tracking.

 

If it was me I would just try and send it in without that blue sheet BUT I would write a cover letter explaining why and but in there also the documentation for the communication with USCIS about this. Remember to add all your details in the case.

 

And I would do it NOW today so they have it by tomorrow.
