Does anyone know why fingerprints are taken before the consular interview?  If fingerprints are already taken in the U.S. why are they taken again?  It's no big deal - I'm just curious.  Thanks.

The fingerprints and photo are taken at the CAS office in Cd. Juarez. This is regular procedure and I have been through this for other visas procedures as well (F-1 student visa and B1/B2 tourist visa). The photo taken as the CAS is the one that will appear on your immigrant visa I-551 stamp and green card.
