My wife is a born US Citizen & Finling a petition for me to get my Green Card.  She does not have a valid passport, However have all the other required documents to file the petition as well as her Military Id (Active Duty) can she use the military ID as a substitute?

She has her birth certificate however one of the requirements for filing the i130 petition is having an unexpired passport which she dont have as the passport is already expired and not in a position to renew it at the moment
