Found this information about the checks that USCIS does. It looks like it's the same system that CBP does when people enter the country and scan their passports. Thus, background checks shouldn't really be the factor that is putting so many cases out of order and resulting in quite a wide variety of approval times. http://immigrationroad.com/green-card/uscis-security-check.php

I believe this to generally be the case -- after all it doesn't take long to get back into the country when traveling, and when buying a firearm you typically pass the NICS III check in minutes, but I'm equally convinced that some files get flagged (and there seems to be language in that article supporting it: "The USCIS typically conducts four types of background checks, but may perform other reviews on a case by case basis.")

Consider that there are literally thousands of people on the selectee list that have successfully purchased firearms. I've encountered this outside of the visa world and I tell you things get really, really strange around security screening. (e.g. they let some things go through because they don't want the person to know they're on a list, and then they block other things with completely misleading answers as to why they were blocked.)

But your point is quite valid, I think the excuse of "security screening" as used by USCIS is bogus, for 99%+ of people the security screening is complete and finished after an adjudicator hits enter on their terminal.

Most likely all of this is explained by a combination of things, such as Hanlon's razor -- "Never attribute to malice that which is adequately explained by stupidity" -- random chance, and a few key people in the USCIS chain of command that have incentivized the organization to do things other than process I-129Fs.

Somewhere in the bowels of USCIS is a folder with our WAC number on it, that hasn't been touched in 138 days, probably due to the above reasons.

I hope someone at USCIS accidentally grabs a box of June applications, processes them, and then panics and grabs our ancient file to balance out his average. Not sure what other way out there is than sheer age at this point!

<snip>.................... I'm sure like most, I really would like to know the "why" the handful of people on any given day in the Jan-Mar filers that still don't have their their NOA2s. Is it just random placement of a file in a forgotten bin? Age of applicants? Affiliations? Income? Everything is laid at the feet of the background check processing.

Human nature is a powerful force. And 129F petitions are not black ink on white paper.... They require a photo, and a biographical page.  If that isn't enough to tell about oneself, Your background is prodded, to include your voting records.  I'm sure that they can create an idea about the person (correct or incorrect- but still an idea).  I believe that if we are honest, we will all admit that we all have preconceived ideas based on experiences and what have you. It must be an extremely difficult job for someone to set aside their personal biases and to objectively evaluate petitions for adjudication or backlogging or whatever they do with them things...

So, Yes - the question persists..... is it age? Affiliations? Income? Geographic? or any number of possible things including just Dumb Luck........ For sure, we will never see behind that veil to find out :)

Side note, worked another 12hr shift today, late getting home.  Was really hoping to find a Golden Ticket in the mail....... You see.... Today is my Fiancee's birthday halfway around the world.  We've patiently waited.  I couldn't imagine a better gift for her than a nice envelope.  Kinda sucks......  So if USCIS is reading....... Petitions aren't black and white, they are the color of blood sweat and tears, the color of real people of every race, and nation.  The color of love, and family, and brilliantly splashed with the color of hope.  I pray they realize how important their work really is to us.

I always thought this screening to be interesting and thought maybe it was holding us up because my fiance has a common name in fact an actor has the same name but my fiance used to be a pastor and only thing on his record is some speeding tickets. But yeah maybe we are that forgotten box in the bowels of USCIS. Sigh. Oh well tomorrow I go to work then come home shower and then drive my sister, Mum, and niece into the city to visit family. Its gonna be a busy time in the city as I try to avoid any place that has the Canada Summer Games happening in it right now. LOL Yeah we kinda went at the wrong time. The City streets are gonna be very busy.

This is some kind of Canada thing, every province and major city appears to have a summer festival of some type. I assume it's to compensate for 10 months of snow on the ground. Where I'm from summer is when you pray for the monsoon to come early so you can stop driving your car while wearing oven mitts.

I just finished packing my stuff to move up to my new apartment. I'm moving up on the 4th, and then grad school stuff all starts on the 16th (orientations and all of that, school starts the 24th). Hopefully I'm only in the place by myself for two-three months. I'm notoriously paranoid about living alone, even in good neighborhoods.

This is the Canada Summer Games its a premier competition for amateur young athletes. It happens every two years. This is the third time we have held the Canada Summer Games in Manitoba and the first time Winnipeg has held it. However Winnipeg does have many regular festivals every year. lol But we also hold many winter festivals. Where I used to live way up north in Manitoba the town near is called their festival Bust the Winter Blues. :D Anyway time for bed. I gotta be up for work in 7 hours. Night all.

I just moved into a new place in June. First time I've ever lived without a room mate until my fiancee gets here. The immediate benefit I found was coming in from a hot day outside, stripping down to nothing and sitting on the couch in front of the AC. I might have to warn my fiancee about this American summer tradition. That's just the way we do things around here.

Uhmmmm... is it gonna count against you if you don't vote?! I am a non voter!!  I have only voted once in my life and when I saw that my vote doesn't count it pissed me off a bit and never voted again... and on a side note, yay for jury duty for a vote that didn't count =/
Now, I have added one more thing to my list that could interfere with a NOA2 =*(
