As far as I know it's the date printed on the NOA1. Top left I think. 
I need to look again hehe

Scans go by received date. VJ timeline goes by notice date... Though I think most people are using received date there too. Luckily enough usually there's not a lot of difference between both dates, so the error margin should be a week maximum.

Thats why its so confusing and hard to track lol here says February but the USCIS page says December ugghh and then i see different cases and circumstances. Someone responded that they sent theirs in Feb and they still havent gotten a NOA1. Im just so anxious and trying to plan a wedding with mystery dates lol
