Has anyone had any problem with the country being different listed on their Foreign State Chargebility than their origin?

My dad, who is an American citizen, petitioned my sister from the Philippines a long time ago and received a letter from NVC with case number, priority date and foreign state chargeability. However, the foreign state chargeability is listed as MEXICO and we are from the Philippines. We have no affiliation of Mexico nor have ever step foot there. My dad has sent numerous email/letter to NVC to change the state but no luck. The priority date for Mexico is May1995 and the Philippines priority date is December 2005. My sisters priority date is February 2007. I just don't understand has Mexico is the foreign state chargeability. Has anyone had a similar situation? Any advice??
