Scheduling medical and interview in ukraine

For those that have gone through the process in Ukraine, do I have to wait until my packet reaches the embassy in Ukraine before scheduling an interview? I was hoping that once I receive my case number my fiancé can schedule his medical and while he is there, pay the fees and schedule the interview for 4-6 weeks later.... Im planning on attending the interview with him so I would like to order plane tickets as soon as possible. Thank you!
