My husband attended his interview today and was approved. He was given a packet of US information and one of the pages say he must apply for green card before entering the US.

 

is this mandatory? I thought you could also apply after entering the US?

You have already applied for the GC, if the visa was granted, his GC is issued upon PoE when his visa stamp is endorsed (temp GC for 1 year)

In order to receive the actual GC you must pay the ELIS fee, and it is strongly suggested to pay before PoE, although paying very shortly after PoE is also acceptable, just keep in mind, production of the actual GC will not begin until after PoE AND the ELIS fee has been paid

Approved interviewees are informed of payment for a GC, which can be paid prior to, or right after entering the US. Think it's $220.

No it's $165. That's what the website and paper says. I confirmed that we can pay it after he enters the US.

What website? 

 

It's 220. Check this link for updated fee schedule (at the very bottom USCIS immigrant fee went from 165 to 220)
