Once the immigrant enters US then it will take 3 weeks to get the Social security card. So I wanted to know are they allowed to make a domestic travel (New York to Houston) before receiving their social security card?

Sure it is fine to travel in the U.S. The social security card is only for jobs,  or for applying for credit in the U.S.  It has no bearing on traveling and things.

But Ure only allowed to travel within US right? Coz my cousin's wife is still waiting for her Social security card and he said he can't travel with her outside US

A social security card isn't needed for travel outside the US.  All that's needed is a valid passport if a US citizen, or a visa for a non citizen that allows departure and re-entry.
