she has been denied.. i think she just wants to know how to get approved on a new tourist visa and if asking for less time would help.  like i said, i think she needs to go visit other places and then probably apply for less time and she will get approved.  its not odd, she wants to come and visit her daughter and family.

1.- Mom this time is going to put 5 weeks duration for DS160  as my father, Does V.O ask why did you change duration from 5 Months to 5 Weeks from the last interview? If so how should we answer this question? Does this cause another refusal?

2.- If they get visa and said we are going to stay 5 weeks, then if mom stays 4 months would that cause any problem next time they visit us?

Nothing you can do but try again. I probably would have said yes given that your siblings in Turkey seem to be doing well. But from the officer's point of view they have a couple that's never been outside their country and now they want to take a super expensive trip to the U.S. where their daughter has established herself.

 

The officer doesn't care how long they intend to stay. It's perfectly reasonable for a retired person to spend 6 months in the U.S. with their child. If they want to change the information on their application that's fine, the underlying story will be the same. 

 

Bringing in documents about their jobs, land holdings etc. won't help. Consular officers don't ready documents, or at least don't rely on them to make decisions (because applicants present fake documents, sometimes cosmically bad fake documents). They can go back and speak to a different officer and maybe they'll get a different decision. I overturn decisions of my colleagues all the time. It's not exact science and people have different opinions.

I think my mom mistake was the give a really short answer to CO since my brother told her to give short answer other wise CO will get annoyed and deny the visa ( he was here for pilot traning 3 months) and she did without explaning her intention for visiting and got denied(she didn't let dad to speak. They were honest and they will be for next interview. they will also strest that again their tie with Turkey. They have 2 College kids one becoming Doctor and other is pilot and dad is goverment worker and mom is retire so they have good amount of money and real estate in Turkey. so mom want to spend time with us as long as law permits. My questions are

Sending invitation to them would convince CO they will be returning back to Turkey?
They are financially self sufficent to cover their travel expense do I also need to provide additional financial guarante?
We planing to visit several places when they come, can making reservation help for visa interview?

Any other recomendation for second interview?

The problem is your mom has never traveled anywhere!!! and u think all of a sudden the USA will give her a visa? that is the problem! she needs to go travel to other places.. u can apply again, but i think it will be another $160 donation to USCIS. 

 

have your mom get some stamps in her passport and try again in a year.

I just wanted to update this topic, parents applied a second time for a visa interview and co ask only 3 question and denied again. they also said that almost 20 people the saw got a denial. so it seems there is a trend that VO denies most of the application from Turkey.  We are not thinking them to apply again it is just waste of money.

I think it is more likely related to Country, since Turkey is located in ME and EU, and current political situation. so it won't be different even if they had a travel for different countries.

Not related to Country, related to lack of ties (and the previous denial). 

 

Trump talked to Erdogan.. so, country has nothing to do with visa adjudications.

While certain areas do have tough embassies, it's premature to blame it on the political situation instead of the merits of the case. Others have been issued tourist visas from Turkey and MENA countries. The suggestion to have them visit more countries,and gain additional ties to return home is good advice.
