Miscommunication about visa status

My husband had his interview on 1/19 and they kept his passport and status on CEAC changed to Administrative Processing (AP).  On 2/6 the status changed to refused and said to see letter received during interview for more information except he did not receive a letter.  He emailed to inquire about the reason for refusal and find out how to get his passport.  They responded that the case was still in AP and he would be contacted when it is complete.  The status did not change but the date changed to 2/8 and then to 2/9. They called him on 2/23 to say that he needs to come back to the embassy on 3/10.  We've heard from others that sometimes the status on CEAC is not correct. Has this ever happened to anyone? Any idea what this could mean?

Usually this will cause a 1 year ban and have to do the medical again after the year.  So sorry.  I hope this isn't your case but just wanted to prepare you.

Was his medical exam results available at his first interview?

Is sounds as if they received his medical exam results after first interview and have refused under past use.  This refusal maybe similar to the one we had for past use, in which we were given a one year ban.  I know it sounds terrible, but you can get through it.  Just be prepared as that may be a possible outcome.  I will be sending you positive vibes and prayers that maybe this will not be so.

Note:  just saw your timeline that the medical results were not ready at first interview.

Thanks for all your responses.  Definitely not what I wanted to hear but it is what it is.  I wish he didn't have to travel all the way back there just to be told No.

That just seems to be discriminatory against a particular group of people considering it is legal in that country and also legal in some states here.  Oh well, I guess we just have to deal with it since we don't make the rules.  It is very stressful to be in a long distance relationship, especially in a new marriage. I'm definitely not looking forward to doing this for another year. I may have to figure out how I can be there more if need be.

Marijuana has been decriminalized in Jamaica. That is why they're allowing any marijuana violations on your criminal record to be expunged.   However, it is not legal federally in the United States and immigration is federal.  And since you're immigrating to USA it's their laws that matter since you're going through US consulate and US immigration . 

 Another year of separation is difficult. I know exactly how you feel I've been there. But I must admit that it did make our relationship stronger.  It sounds like a long time but honestly looking back it did go faster than I expected.

I really appreciate everyone's feedback and I've conceded to not worrying and leaving it in God's hands.  Whatever His plan is for us shall be. He knows what's best.

Same situation,my fiance did his interview 2/21 case status updated several times Administrative processing to Ready to Refused today 4/6.He was found guilty of possesion of marijuana in 2008 even tho he had a letter from the court stating that he paid a $100 fined and was realeased as it was a smoking amount.I emailed the embassy and was told the case is still in Administrative processing even tho CEAC status says Refused. :(
