It's just a formality, proposing is technically not required. What is, however, is evidence of the relationship and an intent to get married. 

03-19-2021: Officially an American Citizen 🇺🇸 Entire journey from initial K-1 Visa filing to Naturalization took 5 years, 8 days.

I think that whatever you choose to do, you need to be very careful. If the CO gets confused, thats a problem. If you are both willing and agreeing to marry within the 90 days, that is a proposal. If you want to wait to formalize it with a ring when they get there, that is your choice, but be VERY careful about how you word if.
