Lucky for me, my husband already filed his 2016 taxes so its in the package and ready to go!

I'm pretty sure we are over prepared, but at least that will make the NVC step a little easier and we wont be scrambling.

I took your advice and changed the word "relative" to "beneficiary" on the cover letter.

Although the police certificate will have an expiry date for police purposes, for immigration and US embassy purposes, they have their own expiry dates. But if it's only $20 Canadian to get another one it's no big deal. But always check the rules with all documents because expiry dates and formats may not be the same for immigration purposes. Here's an example, in the U.K. our divorce decrees are stamped but not signed. US immigration procedures say that it should be signed. So although an unsigned divorce decree is perfectly legal and acceptable in the U.K., some USCIS employees have issued RFEs (requests for evidence) to have the decrees signed by a judge. When I sent mine I attached a copy of the page from the uk.gov website that shows decrees are not signed and did not get an RFE. I was lucky. 

So, always follow the USCIS and NVC rules on documents. However absurd they may be.

Do you know if the NVC requires us to submit a police letter for both my husband and I?

Or is it just the beneficiary that needs to have one... the NVC process site isn't too clear on that. However, now that ive perused the site a bit I know exactly what you mean by "absurd requests" lol seems that the overload you with options and information to confuse you!

PCC is only required for beneficiary.
