Police certificate from a foreign country

Hi everybody,

 

My fiance currently lives in Kuwait but he used to work in China and Egypt both for more than 6 months. This means that he would need to obtain a police certificate from the Chinese and Egyptian authorities. Is there any possible way he can do that from Kuwait, or does he have to travel to both those countries just to get a police clearance? Can he just get one from the Chinese and Egyptian embassy or consulate in Kuwait?
