I'm an F-1 student married to a US citizen and am applying for a green card. While filling out form I-485, I realized that I will have to answer "yes" to part 3C question 1c, for having "been the beneficiary of a pardon, amnesty, rehabilitation decree, other act of clemency, or similar action". A few years ago I participated in two state tax amnesty programs because I was clueless and didn't know I had state tax liability (somehow only one of them sent me a letter saying my amnesty application was accepted), so I didn't pay my state taxes on time. Has anyone been in a similar situation?

it has nothing to do with your taxes, but your immigration situation

 

debts are irrelevant when immigration comes into play, they don't care if you owe someone

 

so the answer is no, since you haven't been illegally in the country and been pardoned, or had an amnesty, etc
