F1 category needs SSN, Green card yet to arrive

Timeline

I arrived on the 4th of February via F1 through JFK, Since i have a brother in NY, i decided to stay with him for 2 weeks just to be familiar with the system before moving to VA where my petitioner resides to see how i can start a new life there.

Though my green card is yet to arrive in the mail in VA, My visa says it is a temporary green card which is good to apply for a SSN

 

Since my petitioner is in VA, my questions are, can i apply for SSN from any state or i have to apply in VA

do they require the physical presence of the petitioner?

i am considering visiting a card center here in NY.

 

How long does it takes for the SS number to be available at the SS office, I may not necessarily sit at home waiting for SS card.

i just need the number to apply for jobs.

 

Got LPR status through family in Feb 2017
travelled back to Nigeria in Aug 2017, got married
file i130 for wife and daughter in January 2018
Case transferred from CSC to NSC in July 2019
got RFE in Oct 2019.

next: waiting anxiously for the mail...
