Hello I'm asking if us citizens living outside country and not working should pay tax ? If he is not working will tax Ben calculated like as he is living in USA and should any salary taxable or ther is a minimum limit to be included in tax thanks u .

 The only time you are required to file taxes is if you make over a certain amount. The purpose of filing is to determine tax liability meaning if they took out enough taxes from your check based on your exemptions from your W-4. That is determined by taxable income. If there is no income there are no taxes due. If he lived in the US he could still file local taxes with no income provided that the state he lives in allows for that.

If you have any taxes owed under US laws, then you may need to file US taxes. US Citizens and LPRs are subject the taxes on their worldwide income. That said, if your total tax liability is $0, then you don't need to file (which is the same as if you were in the US). In short, it doesn't matter where you earn the income.

 

That said, in many countries, you are only responsible for income taxes beyond what you owe in the country in which it was earned. So, for example, if you earned $30,000 and owe $3,000 in taxes under the earned country's laws but $3,500 under US laws, then only the $500 difference is actually owed. That said, cases like this are heavily country-dependent and subject to all kinds of other rules, so a tax specialist that deals with international income is generally preferred.

All USC must report taxes to the IRS if over $10,350 in any country. Most countries have protections/agreements to prevent double taxation, but it must be reported. Some types of income aren't reportable, such as vacation rental income.

Last July, my wife was sworn in as a U.S. citizen at the consulate in Toronto, Canada. Wife wife was granted derivative citizenship because her mom was from Flint, Michigan. Her mom had to attend to be interviewed at the consulate to verify my wife's claim. I tagged along as well.

 

After my wife was sworn in, she was informed of her duty to file a 1040 every year, regardless of whether she owed taxes or not. The consular officer nearly had a heart attack when my mother-in-law told him she has been in this country (Canada) for nearly 40 years and has never filed a U.S. tax return during that time.

 

I filed my wife's U.S. taxes for the first time last year, and mine as well as it turns out (had to get an ITIN number). The foreign (i.e. Canadian, in our case) income is deducted. On line 7, you write in your income, converted to U.S. dollars.  On line 21, you write in "2555EZ" and write the same amount, in parentheses. Even if it's zero.

 

So it's literally a zero-sum game.

you don't have to file   but if i were you, I would file. it makes it easier to support proof of tax return when you plan to move back to the US with a non-USC.

it is easier than writing a statement to explain why you didn't file taxes...that's just my opinion.

Me: Irish/ Swiss citizen, and now naturalised US citizen. Husband: USC; twin babies born Feb 08 in Ireland and a daughter in Feb 2010 in Arkansas who are all joint Irish/ USC. Did DCF (IR1) in 6 weeks via the Dublin, Ireland embassy and now living in Arkansas.
