Your clock doesn't start until your DS 260 is accepted

Timeline

Reading on here, we submitted our documents to NVC as soon as we got our case number and etc ( December 13 scan date) as we had more than enough time during the NSC backlog last year to gather documents for NVC because we expected it to be a breeze. Clearly the guide on that is not the case any more ?. We submitted the AOS and Iv documents simultaneously and then paid the AOS Fee. The IV bill took a lot longer to generate and we paid that as soon as we could. We submitted our DS260 as soon as it was unlocked. Had trouble getting it to submit, but whatever, it submitted after an hour or so of clicking the submit button and the page refreshing on the last step. We got a confirmation and everything it had been submitted. How strange when we went to check our status nearly 2 weeks later that it said the application had not been submitted though we had a confirmation. We clicked summit again, and this time got a second confirmation with a submitted notification. Thinking that we were in supervisors review after calling NVC at the 7 week stage, we were informed that our case had to be manually placed in supervisor review because it had not been flagged for so and probably would have went unnoticed if we had not called. Last night we called and were informed that the clock for reviewing documents does not start until the DS 260 has been submitted. Also, though we submitted our DS260 prior to January 19, apparently because of that system error, our application was affected essentially delaying us several weeks. The case is no longer that the acceptance of documents is your scan date. Providing NVC proof of our first confirmation email was not enough to sway them to change our "scan date". Your "official" scan date per the NVC rep is when you have submitted your DS260 and all relevant documents have been notated received which was for us January 19. That is when your clock starts for the NVC to begin your wait to process your documents. Hate to say it, but the guide needs to update to reflect that the NVC process is now several months and several things about the process has since changed slightly.
