Hi, since you seem to have a lot of info regarding this, I thought I might as well hop on this thread and asked. I haven't gotten a letter from NVC and it has been a month now and some days. What do I do? :/

Are you Filipino?

Here is a place to start, with additional pages for completing the process in Manila

beneficiary is in Qatar. does it make a difference?

Yes it makes a difference.  If the beneficiary is processing the visa in Qatar then you need to move your questions to that forum - how things are processed at USEM in Manila will be different than the embassy in Qatar.

Is your fiancee Filipino?

For the process in Qatar the NBI, this the police clearance (for travel aboard, green colored document) and the PSA CENOMAR and birth certificate will be needed also.

Do follow the embassy instructions letter for that embassy.

what do I do to follow up with NVC though? I tried calling a 603 number during business hours but the voicemail say they are close. really odd.

NVC

Checking on your embassy case number:

It will take 7-10 days business for NVC to receive your file from USCIS after you receive the NOA2, then another 2-5 business days for NVC to get your file in there system and get the MNL # from USEM. Call after 4:45 PM or early at 7:05 AM eastern time for shorter wait times.

K-1 are processed like an immigrant visa, but are NOT immigrant visas, so they fall into a completely different class of their own.

1-603-334-0700 Operator assistance is available Monday through Friday from 7:00 AM to 12:00 AM (Eastern Time) . For the shortest wait time, begin calling for the NVC Agent at 7:05 am EST M-F.

 For K-1 visa:  1-603-334-0888

What to Prepare Before Calling:

Just be sure that you know the following information before you call:

– Name and date of birth of the beneficiary

– Name and date of birth of the petitioner

– Receipt number from your NOA-2

Once connected to an Agent at NVC ask for your MNL#. Once you get your MNL# it's time to begin to be in control of your process for the next several steps. Don't be discourage if the NVC Agent, who answers your call, indicates that you should call back in 20 days because a MNL# has not be assigned. Thank him/her for their time and hang up and call the next day. Do this each day till you have been given your MNL#.

E-mail: NVCInquiry@state.gov

I highly recommend you email NVC for the MNL #, even if you call and get it, this will give you a correspondence from NVC with the MNL # for future reference. The email request for your MNL # is also a great way to track when your file is forwarded to USEM as NVC will not reply to the email until that time. ;)

REQUIRED SECURITY INFORMATION:

You are required to provide the following security information with each inquiry to receive a case specific response:

* NVC Case Number or USCIS Receipt Number (Place in the subject line of the e-mail).

* Petitioner's name and date of birth.

( NOTE: If the visa petition is employment-based, include the employer's company/organization name instead of the petitioner's name and date of birth. )

* Principal Applicant's name and date of birth.

thanks! what happens when the case was sent to the embassy? I did not get any letter nor email with instructions but the NVC agent said my case was sent to the embassy on Feb 22. I'm super lost. I read something about DS-160. Is that something that I can do now?

You need to go to the forum for Qatar to get answers to your questions.. I don't know the process at the embassy there.  You should be able to go to the Embassy website for Qatar and find information also.
