Family member on visa petition left behing

My niece was left behind and didn't come with my sister when the immigrant visa was approved. My niece is now married, living in Canada with her husband and daughter. She is wanting to come to USA to join her mother and sister. Can the original visa in which her name was included be re-opened instead of her mother (my sister) filing another petition to get all 3 of them?

no, she chose not to come, so she abandoned her chance to come

if her mom is a US Citizen, she can file for her, it will take around 13  years of more depending on the country of origin

 

and they better file now or as soon as possible before any changes come, some of the categories might not exist in the future
