No sorry for the confusion.. there is no changed. He is retired, he has nothibg under his name. I dont know what changes he can do to be eligible.

My mother in law successfully obtained a tourist visa to visit the US from Vietnam (since it seems most people like to cite their personal experience, I will do the same).  I wrote a letter making everything clear.  My MIL doesn't have a job in Vietnam outside the house (never has), and only recently had property put in her name.  I was open about the fact she was visiting to see our newborn baby.  I disclosed I was paying all of her expenses.  I also noted she takes care of my nephew in Vietnam, and her husband would really miss her and looks forward to her returning home.  In sum, I could easily have made it all up.  The CO read the letter, but that is probably only because she was curious and had the time.  The Saigon consulate is busy with plenty of people looking to make their way to the US, and the COs see it all.  You cannot sponsor a tourist visa.  The CO has absolutely no legal obligation to consider a letter, affidavit, etc.  

 

So, whats my point?  Simply this...all your father can do is apply again (as soon as he wishes), pay the fee, and he takes his chances.  (I assume the embassy allows Tagalog interpreters like Vietnam, if that helps your father).  And, without prying, if your father has a wife to return to, it can't hurt to make that clear.  All of this said, he ultimately relying upon the mood of the CO when the interview takes place, since the presumption is the visitor will want to stay in the US, and COs know that people are not always honest (sarcasm).

You are not fooling anyone, especially the CO.

 

He won't be coming to the US any time soon. Accept it, deal with it. It is not the end of the world.

If there are no changes, then I would not expect a different result.

 

That said, why the 6 month stay request for a graduation ceremony? Or even a 4 month? I'm not accusing you of anything, but on its face, that's really sketchy....the reason for coming to the US and the length of stay don't fit together. Normally, a week or two is all that somebody would need for a graduation ceremony.

I agree, a week maybe two would be more than sufficient.

Any time an applicant re-applies shortly after a denial, or changes length of visit, it will be viewed with suspicion.

I've never heard a graduation ceremony celebration lasting 4-6 mos.
