I downloaded all the paperwork for the packet 3 from embassy website and i have a question about the case number it asks for. Where is the case number assigned that packet 3 asks for? Is the case number assigned at NVC or at the embassy? Also if its at the NVC how can i find out if the its been assigned and also how long does it take before the petition is sent to NVC and how long before its sent to the embassy?

I think it's the NVC that assigns the case number. According to http://www.visajourney.com/timeline/stats.php?history=90, it took average 27 days from NOA2 to Embassy receiving the case using around 600 data samples. After Mumbai Embassy gets the approved petition, it takes around 54 days till visa interview according to that same page (using "ALL time" instead of just the last 90 days). So, if we round up the nearest months, you're looking at 1 month till Mumbai receiving petition, and 2 months till interview date.
