I know she can as long she have her SSN but it's gonna be expensive coz she need at least a year of residency for cheaper tuition fee.

Here is one sample i pasted from FAQ from a community college:

Who is an International Student?

Any individual who has been admitted to the United States in a temporary, non-resident (visa) status will be classified as an international student ,Individuals admitted to the United States on any type of visa should use the international application.

Individuals who have refugee, immigrant, or resident alien (green card) status are not international students and should use the domestic student application.

note:

I would suggest to have her status adjusted first, that way she will wont fall on international Students Category and will save money when it comes to calculations of tuition and fees. but, if money is not a problem at your end then why wait?

Has been discussed many times on VJ. With regards to school tuition rates it pretty much comes down to the school! Some wil grant in state rates based on the USA spouses time in the State and some wil not. I came to VA and my college gave me in state tuitin rate right from the start because my wife had resided in VA for at least 1 yr. The policy varies from school to school, so it is best to contact each school and see how they handle it.
