My ceac status is issued. Does it mean the visa is finally approved? Can I give notice to my landlord? Thanks.

Well, apparently procedures have changed for PH filers.....  today received email from NVC saying no case received yet, try later.  Was hoping that old method would work and they'd only reply with a case number.

My fiance is currently going though the process in Pune. He moved to Pune back in December 2016. His passport has his old Chennai address on it and he didn't get it updated to the Pune address since he was only going to be living there for a few months. Anyways, we have been having a lot of issues getting the pcc. He went to the first psk appointment on July 5, but they didnt accept the initial documentation he took to show his new address (he took in some type of bill). He had to make another appointment with the psk again and took in his new bank passbook since that showed his updated address in Pune and they said they accepted that as enough documentation. It took  about a week to get the bank passbook since he didnt have one yet for the pune address. The psk accepted this and they eventually assigned a police station which is not the closest one to him that he requested, but one that is nearly an hour away. A week and a half later, the police still had not shown up to verify the address, so he went to the police station to see if there was anything he could do to speed up the process. They have a senior officer only assigned to do these, but he isnt in all the time. We were a little worried about potentially having to pay a bribe when he went to the police station, but the officer never asked. But we have heard of several people having to pay a bribe from a few hundred to a few thousand rupees. Anyways, they gave my fiance the police officers cell number so he could contact him to find out when he would be in so my fiance could just take in address verification documents so they didnt have to do the home address check which would have taken longer to verify. Last week he was finally able to meet the officer, who took his documentation and told us he would send it to HQ where they do the verification process. He called the officer today to ask if there has been any updates, but the officer hasnt heard anything. We were told it could take several weeks, as there is no strict timeline they follow.

Try to call them. I called them yesterday and got mt case number already.

Yayyyyyy congratulations, it's such an amazing feeling isnt it! Looks like just a handfull of Feb people are left now. Finally!!

You can start calling NVC any time you want to get your case number but most people have had to wait at least 10 days, and sometimes longer, after NOA2 before NVC receives it and assigns a case number.
