Then either she's a liar or she's ignorant. The part about December is a half-truth because they really ARE still working on December cases, only that information tells us nothing about what's going on. What that date means is that the oldest untouched case is in December. Maybe there are about 10 December cases untouched, but that doesn't help us answer the question we called about. What we want to know is how close our case is to being approved and unfortunately, it seems like that December date is what they use, intentionally, to keep us all in the dark. Thanks for the update :)

I dont believe these old cases are untouched.  I just believe they are undecided for one reason or another.   It would be ridiculous to think they havent been looked at.  Like i stated earlier i am sure that cases with issues probably have to pass through several sets of hands

First, be very respectful. You will likely have to go through the normal routine that tier 1 does of asking you for your case number etc. They will tell you your case is received. Then, according to them, they do not have to grant you access to tier 2, it's solely up to them, so you can either ask to speak to them, or give them some reason why. The why for me once, was to report the approval glitch of the online checker. Good luck with it.

Congrats! You are the third one going through Montreal that Ive seen on here that was approved on the 19.  They must have liked the Canadians that day!

The 90-day thing is the average, but not everyone is an average. A percentage of cases deviate from the average.

 

When I was watching the January data a month ago, when the online checker still worked, there were still November and some October cases untouched/in received (at least 50). This thing about sending out obvious RFEs first is simply not true. I have watched the data for going on 2 months now and consistently I see groups of RFEs go out, leaving a gap of untouched between them for weeks, and then the ones in between get RFE'd or approved later, not being any more/less straightforward than the ones before based on VJ feedback. I think it's more accurate to say that nobody knows what's going on.

 

If you get it into your head that there is some order to it all, just be prepared to be even more disappointed down the line when you figure out you were mistaken all along. For example, I got it in my head that since my case number was the only one in a group of 20 cases that was not RFEd or approved that mine MUST be approved and it's just a matter of time before I get the letter in the mail. That was a month ago.

 

This is just how I see it based on the real data that I look at daily.

I have been watching all of this longer than 2 months.  Try 6!  And the idea that just because your case wasnt changed to rfe or approved or denied doesnt mean no one has looked at it.  I think that is a silly notion to assume that you were just unlucky.   I think like all offices there must be a hierachry and if something cant be decided easily then someone else would have to review it. Sorry i am a very logical person.  I also spend my time dealing with contracts and legal matters and to think that they just didnt feel like looking at someones case from Dec seems absurd

It is absurd, but there are December cases. We can know this by scanning for received December cases (most likely approved) and then scanning all of the December cases in the range and looking at RFE dates. You will see RFEs for these December cases in April and May. This is not based on belief, but actual data. It's true that just because a case has not been approved or RFE that it doesn't mean it's not been looked at, for me, it means nothing at all because there's no way to know what it means unless I am there and see what's going on myself. 

 

We all have our theories, but that's all they are, just theories.

Timeline

This is a chaotic work process that however involves some logic. Groups of petitions getting RFE's or approved, with some other groups of them still untouched, could be explained by cases organized in boxes: agents pick boxes and work on them. Not all agents are equally fast. I guess some of them could leave some petition aside to work on 'easier' ones because their work is measured by productivity criteria (that's a fact I read somewhere around here... It's hard that productivity has to apply to a situation that ultimately involves human beings, real lives and feelings... But at the same time productivity means more cases would be touched average).

 

Since this process is performed by human beings, there will be mistakes and delays. I guess some cases get unlucky for reasons I can't picture. Do they even lose cases that fall behind the desk? Who knows... With my luck, I'm expecting to be left behind when my turn comes. Frustrating, specially when now they are even cutting off communication :(

 

Nothing of this is comforting, so I'll just say good luck to you all.

ohh Congratulations!!! I am notstill ablewaiting and our NOA1 date nightis the same. I would like to know how could you reach tier 2 officer? my fiance has called him 3 times,but still has no chance talk to tier 2 officer.

The old cases in a box that are dispersed in stacks out to agents of various speeds theory. THIS is the theory I put the most weight into 😁😁. This is where the I-129F ninjas come into play. Cases don't fall behind a desk without one of the ninjas saving it from the abyss.

I've been learning Tagalog. It's very complicated especially when you find out how all language courses only teach "proper" Tagalog (mainly old Tagalog) and not the constantly evolving portions of it. I get it, you do need a general knowledge of the language in order to learn the other evolved bits of slang. The best way for me to learn is by constantly talking in Tagalog, whenever I can, to my fiance, her family, and friends. It's been amazing to learn this new language. I can't wait to finish French and Russian.
