Who's gonna sign W-7 obtaining an ITIN if spouse isn't currently in the US?

I got married with my wife in May 2016.

Our petition case is still pending for approval so she isn't in the US yet.

I want to file her with me jointly in our tax return this year so she must have an ITIN.

To obtain an ITIN for her, I'm filling the form W-7. However, it requires the applicant to sign in.

My question is:

Can I be her delegate and sign the form, or my wife must file it in my country and sent the physical form here, then I submit the form with her signature?
