Not retaining the passport isn't good, but still could be asked. If marrying older women is not normal for moroccon men, then this throws up red flags. AP cannot be appealed nor expedited.

Sorry to be the bearer of bad news, but the officer may not have wanted to tell him to his face that the they were going to revoke the petition. They may have placed him in AP and given him the 221g letter with the intention of drafting a revocation memo and sending the case back to the National Visa Center. You might email and ask whether the petition will be revoked or whether they will consider more evidence.

There's still investigation that can be done after an interview and generally a supervisor will have to approve a revocation, so don't lose all hope.

Who did his interview? My fiancé was grilled but not in a mean way.  They asked him a lot of questions about how and when we met.  This was my second K1 so they asked him so many questions about that.  I'm pregnant so they asked about when I got pregnant and when I was due. I front loaded my petition and gave them everything but the kitchen sink.  We weren't put in AP and I think it was ONLY because I sent them everything I could think of and I spent a lot more time with my fiancé than most. Morocco is not an easy embassy.  AP is not uncommon and does not mean that you are denied.  Don't give up hope and don't cancel the petition.  You going will do nothing because they won't even let you in with him. They are right a much older woman marrying a Moroccan man is not a common practice in their country however, many men from there do marry older American women. Don't give up and keep praying.  I know it is hard but keep the faith.

they are culturally aware.  Being in Dubai, I know my males friends will tell me how certain nationality men who otherwise would not even consider a woman 2 years older say things like "even my grandmother's age will do" mainly just for the reason they want to get out.  I don't want to judge them things can be very difficult for them, but putting up a woman's hopes messing her emotionally, using her money and things like that are completely wrong.

The embassy is very aware of this.  They know that a genuine case is perhaps one in a hundred and where the difference a whopping 17 years the genuineness percentage drops further.

Good luck if this is real I hope you see the end of the distance.

My fiancé has his interview this morning in Casablanca and was out in AP. They did not want to see any information, the interview lasted about 5 minutes and was mostly focused on why we didn't get married in Morocco, why he was looking for a girl online (he wasn't, we met on a website for language instruction) and why he would want to marry a woman 17 years older than him, they said it wasn't "normal" for a man in Morocco to marry a woman so much older.

Is there a way we can appeal this AP as soon as possible? I will be in Morocco the 11th-20th and would want to go to the Embassy with him if possible. My concern is if we let the case come to the US it will sit indefinitely and die here. I know it's not a no but it feels like one. They did not keep his passport and he said the guy kept asking questions and did not let him answer them.

What is our next step? Can I do anything in country? Please give me hope!

Did he receive a 221g  paper? If so what was marked?

I know you are very emotional with this news but you must keep your head.

When you go to Maroc you can go up to the window at the Embassy and wait in line on the street. But they do not let you in to plead your case. So this idea might be a waste of your time.

Like all have advised no Appeals for AP...

I am not familiar with your story, but the facts are you stated you are 17 years older then your fiance, and did meet online. Just those two are solid Red Flags for CASA.

How long did you know each other? How long did you spend together and how soon after did you file? How did he answer his questions? Was he overtly nervous? Do  you share religious beliefs? Many other things could have added to their suspicion that he is just looking for an American Wife.

If it was me (and guess what? it was once)...I would really talk with the fiance and HEAR what went on in the interview in as much detail he can give now that the shock is over, find out if there was a 221g

And...... Take the time on this trip to be with him MORE. Face to Face. Enjoy his family. Go places together in this beautiful Country. Keep your documents and take great pics with everyone. Its for your benefit to know his intentions better too.

You might have to abandon this K1

and pursue the Spousal Visa. If it is love and meant to be...this is what we do to be together.

This is incorrect. AP in Morocco is standard procedure as in most MENA countries.
Beneficiaries in AP are being approved when AP is completed
and some get denied before or after AP it does however not mean that AP is the same as a return.
As stated many times, AP is used for varies reasons and that includes Morocco.

Posting the same comment again does not make it true. It remains incorrect.
It is irrelevant to the return issue if and how long someone is in AP. Period. Stop spreading false information.

Your visa case is currently undergoing necessary administrative processing. This processing can take several weeks. Please follow any instructions provided by the Consular Officer at the time of your interview. If further information is needed, you will be contacted. If your visa application is approved, it will be processed and mailed/available within two business days. Under the U.S. Immigration and Nationality Act, Immigrant Visas for "Diversity Visas" cannot be issued after September 30th of the year in which you were selected to apply for a Diversity Visa. For example, entrants into the Diversity Visa Program in Fall of 2011 were selected for Diversity Visa 2012 Program, and selectees MUST apply and receive their visa prior to September 30, 2012 otherwise they lose eligibility to receive a Diversity Immigrant Visa, regardless of additional administrative processing. In addition, please note that some immigrant visas may not be able to be issued if the annual numerical limit for that category has been reached.

Don't let your age difference deter you. I am 17 years older than my husband too. And there is another couple on here that have a 27 year age difference. She is 27 years older than him and he is from Morocco too. If you are serious about being together, then wait until you get the decision about the AP. If they deny him, then go to Morocco and get married and come back and file the I-130 for a CR1 visa. If you need any help or additional info, send me a message.
