It also says it's only a requirement for employment, asylum, and refugee applicants. It goes onto say family categories aren't effected by it.

Precisely, they said they would like to eventually extend this to ROC, but again they simply do not have the man power to do that and if they did, then God only knows what would happen to the wait times for N400.

Are you adjusting from a different visa by any chance?  Most are adjusting from K1 or the ir1 (I think that is what they call the marriage visa).  I know you trust your lawyer, but lawyers can be wrong now and then.  If you look at statistics on visa journey, then interviews for ROC right now are not the "norm". However, as we all know it can be subject to change as the USCIS seem to make it up as they go along.

I got married here in us, removing conditions because when my 485 application was approved it was fee days b4 2nd marriage anniversary

Did you originally come over on a marriage or fiancee visa?  As that may be the answer to as why you are getting interviewed. I am not saying it is, but there seems to have been a pattern of people being interviewed for ROC with either initially travelling over on a different visa or petitioning for a divorce waiver. Not all cases get interviewed, but when they are they tend to be one or the other. Also, another factor to bear in mind is if your file is too big, they may transfer, or too little they may transfer it over, but not always the case. The other factor to remember is that they randomly can pick petitions to interview. I think they are meant to do something like 10 percent, but they dont always follow the rules for that either. Then and I hate to say this, but I am sure it goes on countries you have traveled to or from with the political climate, but I don't think this applies to Jordon.

Who knows your lawyer could be correct, but honestly in this case I believe he is not.  I guess we wont know until people start receiving notices to see if your lawyer is right.   Only time will show us what is really happening here or a statement in the news or from USCIS regarding the latest developments.

@Dourdodo thanks for sharing, I'm in a similar situation as you. November 2017 I-751 filer who was present in the United states on a different visa (F1- -> H1B) prior to meeting my wife and getting married. I guess time will tell if I will need an interview.

USCIS to Expand In-Person Interview Requirements for Certain Permanent Residency Applicants
Release Date: Aug. 28, 2017

WASHINGTON – U.S. Citizenship and Immigration Services (USCIS) will begin expanding in-person interviews for certain immigration benefit applicants whose benefit, if granted, would allow them to permanently reside in the United States. This change complies with Executive Order 13780, “Protecting the Nation From Foreign Terrorist Entry Into the United States,” and is part of the agency’s comprehensive strategy to further improve the detection and prevention of fraud and further enhance the integrity of the immigration system.

Effective Oct. 1, USCIS will begin to phase-in interviews for the following:

• Adjustment of status applications based on employment (Form I-485, Application to Register Permanent Residence or Adjust Status).

• Refugee/asylee relative petitions (Form I-730, Refugee/Asylee Relative Petition) for beneficiaries who are in the United States and are petitioning to join a principal asylee/refugee applicant.

Previously, applicants in these categories did not require an in-person interview with USCIS officers in order for their application for permanent residency to be adjudicated. Beyond these categories, USCIS is planning an incremental expansion of interviews to other benefit types.

“This change reflects the Administration’s commitment to upholding and strengthening the integrity of our nation’s immigration system,” said Acting USCIS Director James W. McCament. “USCIS and our federal partners are working collaboratively to develop more robust screening and vetting procedures for individuals seeking immigration benefits to reside in the United States.”

Conducting in-person interviews will provide USCIS officers with the opportunity to verify the information provided in an individual’s application, to discover new information that may be relevant to the adjudication process, and to determine the credibility of the individual seeking permanent residence in the United States.  USCIS will meet the additional interview requirement through enhancements in training and technology as well as transitions in some aspects of case management.

Additionally, individuals can report allegations of immigration fraud or abuse by completing ICE’s HSI Tip Form.

For more information on USCIS and its programs, please visit uscis.gov or follow us on Twitter (@uscis), YouTube (/uscis), Facebook(/uscis) and Instagram (@USCIS).

Yes, it is slim, even if you are a divorce waiver or came over on a different visa, but chances are a tad higher and they have to be seen to interviewing a certain quota.  As for stopping in London in this political climate that doesn't really matter. I will tell you why, my cousins husband they live in London from England is a journalist and because he travels with work to certain places they wouldnt allow him an ESTA. He had to apply for a B2 or whatever its called and just because he worked abroad.
