This is speculation, I believe there is a good change that processing off all greencards and visa aplication wil most likely be slower. I say this because the USCIS employeees are coucht in the middle of the mess as well as aplicants are, they getting diffrent orders from different sides and on top of that Trump has frozen most goverment higering including at the USCIS offices. new polecys always cost time to implement, and extra background checks cost manpower, sinds they dont have more time or manpower then they had a month ago, i stant to reason that this will slow down the work they do.

That beeing sayd there are as far as i know no publications that all greencard and visa issuence is frozen, but there has been multiple sourses that clearly say there will be no issuances to those 7 countrys, and at that point i dont really think it matters at this moment wheater or not they keep working on these aplications, because in the end they cant do anything with them untill this OE gets overturned or runs out.
