Well I'm terrified :o  Today called twice. What both reps said they can not escalate just nothing to the Review Department. They can't reach it. When asked for supervisor or may be speak with the Review Department or may be leave them a message they say "No, it's not possible". But they think I should be relaxed because my case is already there. Really? It's almost a month there after 6 weeks of "nowhere" I suppose.

E-mail to expedite a week ago and they said my expedite request was forwarded to the..... embassy! Wow. What the embassy could do when the case is still not complete? I was in fact asking for NVC stage. Wow.

The thing gets more and more frustrating. If I'm right in the next few days March scheduling will be over. Bye-bye March interview dates. And then we may just relax for 2-3 weeks. Hahahahaha. Sorry, I'm just exhausted.

With my employment based the attorney strongly recommends to have agreed job proposition at the interview. It's very funny to have phone interviews answering "Mmm. When I suppose to available? Hmm. May be March or may be April or may be I don't know when. Ask NVC!!!"

Did they say your expedite is approved and your file is sent to the embassy? I'm trying to work out if there are different types of expedite approvals as mine didn't mention the embassy at all

it's not approved. it's just forwarder (the request, not the case) to the embassy.

Correct. The NVC is not "allowed" to expedite - a rep once explained why to me, but I can't remember.  Anyway, NVC contacts the embassy asking if they will accept an expedite of the case. The embassy then decides yes/no and also decides if the file will be pulled immediately and sent over, or if it will just be expedited at the interview portion.

As a side note though, if your file is expedited through the NVC stage, that means it's up to the consulate to check all your information, and you don't get a pre-warning "checklist," so you may have to bring more documents after your initial interview.

Here's what my congressman was told:

Hmm I'm wondering if there are two different types of expedites?  My expedite approval said "the US embassy or consulate is willing to expedite this case when we have all the fees, forms and documents .....". However it seems for some they are told the expedite is approved, NVC releases their involvement, and they are to take all documents to the interview?  I've emailed NVC to find out at exactly what point we are expedited (waiting for reply), and will call them today to see if our IV and AOS packages have arrived (sending from abroad so I have allowed 2 weeks).
So it sounds to me like the embassy decides if an expedite is approved, but in my case the NVC still needs to do the pre-checking.

Fingers crossed my interview may be scheduled soon, as New Zealand doesn't have a lot of CR-1's :-)

Yes, the expedite changes depending on how "serious" the embassy believes your situation is.

My expedite request received the same response as yours. I had to wait the full 10 weeks + 2 days at NVC for a case complete. My case was then immediately sent to the consulate in Mexico. It arrived three days later. When my CEAC status changed to "ready" I created an account on the ais.usvisa-info site and selected my own appointment date. Due to sheer luck of someone cancelling, I got a date in three weeks (February 21st!). So, it CAN be beneficial to have your case *only* expedited in the interview portion, because you may pick up a cancellation. You just need to keep refreshing.

Sometimes, though, the embassy will think that your case requires immediate attention, you will skip having your documents reviewed at NVC, and all the checking will be done at the embassy instead.

Thank you for letting me know your situation.  Yes it definitely seems like NVC still need to do their side ... I just hope they don't take the 10 weeks for mine! Was that without checklists and just "normal processing"?  Congrats on our interview date!  Did you go ahead and get your medical done when they said your expedite will be approved 10+ weeks ago, or did you wait til you had an interview date?  My consulate doesn't have online bookings for interviews (possibly cos so few of us need them here) so I think mine will be waiting for them to call me :-/

Yes, ten weeks was normal processing with no checklist :( They have been so far behind. For my husband's country, the medical can only be done in the same city as the interview, which is 20 hours away from his home town! He will instead complete the medical a few days before his interview.
