 That happened to me, but 30 minutes later I was able to enter! Just keep checking back.

Yes, the last batch of interviews were scheduled up to January 10 I believe

Honestly, I am not sure if everyone has to register.  I just followed the instructions for my country via the PDF you download (specific to your country) when you scroll down halfway on this page (section of Step 2):  https://travel.state.gov/content/visas/en/immigrate/immigrant-process/interview/prepare.html

I think it's not every country because it doesn't give me the option to do so

In the Pre-Interview checklist (from the PDF) for Haiti, do they say to bring the following:   Printout of your online appointment registration confirmation

 

For my country, that was part of the checklist, and as such, I have to register online.

The interview letter states to check if the embassy requires you to register or not. When I checked the link for RID embassy it does require me to register. However, it has only two types of Visa classes either K Visas or Returning Residents and neither one applies to me. My wife's visa is IR-1 and there is no way for me to register for it online. I sent an email to the embassy because it is confusing

You will find these instructions when you open up the PDF that has all the BGT embassy information. You will need to register and it will prompt you to schedule the biometrics appt as well. I made a reservation at the Hotel Expo Inn for almost a week since my mom lives in Cali. I'm paying $475,000 COL. Hotel Casa Embajada is also a decent bed and breakfast.
